There are arguments to be made on both sides here, but if you think "liability" is just an excuse we make up to sell you a more expensive product, then you've probably never had to buy liability insurance for a business like hydraulic hose repair.

Our general manager here at DHH happens to be a volunteer fire marshall. He's a little more safety conscious than most, and he is my "go to" guy on quy on issues like this. If a customer insists on doing something we feel is unsafe, believe me, we do NOT worry about losing that business.

Amen! Notice lawyers drive fancier cars and have nicer homes than we do.

The owner has a choice to repair without automatically being considered a reckless idiot. I would guess most hose repair/replacements are done because of a burst hose. The ony difference between an hose bursting before a repair and one bursting after a repair is that fingers can be pointed at someone. Service centers are wise to consider polices to protect themselves from people (and lawyers) who want to blame everyone else for their misfortunes. That doesn't automatically mean that the service centers are trying to scam the customer. I work with electrical and similar arguments can be made there.
With all that being said, I have a brother who repairs his hydraulic hoses like other people repair garden hose. He puts the hose on a block of wood, puts a axe on the hose and taps on the axe head with a hammer to make an impressively clean cut. He then uses a hydraulic hose repair kit (I think NAPA but don't qoute me) that is wrenched on, not crimped. Should I pick up some life insurance on him?
