Is it necessary to remove all the previous paint before I prime? I have been using an grinder with a wire brush cup attachment and brush wheel all day. I've removed all of the surface rust and created a rough surface...is that good enough wash, degrease and prime?

Sure, its not a show-car. Some roughness will make the primer more durable. Maybe you would like to sand the remaining paint to feather the edges of each remaining paint patch, otherwise when you prime and paint, the old paint patches will show through as thicker areas.

The planter works great. I still want to add two things, when time permits. There is a part that can be added to each side of the coulters, it looks like a smooth 2 inch wide tire or something right on the side of the coulter, which tends to limit the depth of planting. I forgot what these are called, so if someone knows the name and part number, please post it up. Using these should help control the planting depth a bit closer. Also, I want to do a liquid fertilizer applicator with squeeze pump, which will flow out on top of the soil a couple inches beside the rows, as starter. I will simply mix up miracle grow in the tank when I use it.

I believe the wheels that bolt to the side of the opening wheels are called depth bands and are pretty expensive. I'm thinking $100 each. They are nice to have but you really can get by without them and get a good stand of corn.
Rethink miracle grow as a fertilizer. Sweet corn is usually planted with a starter fertilizer that is sort of low on N but high in P and then side dressed a couple weeks later with just N. I have done it that way but I often just band 19-19-19 dry at planting time and get great results. For the garden I plant and then side dress with the 19-19-19 after the seedlings emerge.
If you could build a separate fertilizer unit with cultivators you do all you want. I have done this and have pics somewhere if needed. Also, I have a new Cole fertilizer sidedress unit --with 12V motor for sale that makes it easier to control flow rate. Mount to a set of cultivators and you are good to go.
