I am not an expert on your tractor, but it looks to me like your PTO clutch is hand operated with a lever. That lever operates a cable and linkage to the clutch. I believe there might be an adjustment of the clevis at the end of the cable to compensate for clutch disc wear. Have you made any adjustments? Having PTO clutch failure in a 2009 model tractor seems unlikely.
Again, I have no direct experience and am making a suggestion based on the little info I know.
