Replacing Drive Belt on a CC RZT50 model 17A12ACP056

My husband has been trying to replace the drive belt on this mower. It goes on O.K., but as soon as he takes off, it comes off. The manual has really not been any help. Any input would be greatly appreciated.

Did he adjust the tensioner pulley?

The only times I had the belt jump off is when the tensioner pulley bearing was bad or the tensioner arm was not free to move do to lack of lubrication. Here's the page from the service manual but it doesn't really say much.
