Replacement of headlights with LED

I bought LED lights for my 3020 and replaced the seal beam lights, I now get sort of a strobing effect with the lights. Does anyone know what would cause this?

I know people that have added them to vehicles that have had the same issue. I THINK you have to add a resistor,

Did the resistor solve the problem ?
