Removing govenor Farmall A

I am trying to remove the govenor from my Farmall A. I have the IT service manual and it day to remove the magneto and mark the gear, then I removed the linkages and 4 bolts from the housing. I can turn the housing until it hits the timing cover but that is it. It won't pull away. What am I missing? Does the engine have to be at TDC? Any other suggestions?

OK to update my own post to possibly help someone in the future -- There are 5 bolts, not 4. The last one is on top of the housing and can be covered in grease and look as though the housing is smooth with no other bolts. Remove this bolt and the housing falls away.
