I wonder if he removed the axle because it was broken or just couldn't hold up in that work environment.

Saw a double tractor like that once, had two farmall M's hooked together with the front wheels off of the front one, it turned with a hydrolics. That way the guy had twice the hp.
It is hydraulic steering.
