But in all honesty, there is no real reason to remove the fluid unless the tires are worn out, or you need to repair one.

If you are removing the fluid "because some one said you probably don't need it"...........you won't like what happens afterwards.

I think op is asking how to remove liquid in filled tires?

I was saying that I'm not sure how to remove the ballast, and that if he was using the backhoe he should not have ballast in the tires in the first place.

Why should there not be ballest in the tires to use the backhoe???
