My father in law has some erosion problems, and sparse grass growth in his yard. He has pretty hard soil with a lot of small shale type stones that's hard to dig into. We were thinking about spreading a couple of inches of topsoil on top of the existing ground and seeding or possibly sodding on top of the topsoil. Is that reasonable? We wanted to seed if possible in the spring. If we don't till the existing hard ground, will the 2 inches of topsoil support new grass?

We added ORGANIC instead of topsoil. Found out a place here sells composted zoo poop. About $30 / yard if you haul.

Other than the strange weeds from the elephant hay, it did wonders for our lawn. I'd recommend it rather than topsoil, or use a combination.

You're better off with compost. I've tested all kinds of topsoil and it may look wonderful but without a soil test you never know what your getting. Make sure you use a good starter fertilizer if you seed the lawn. Don't use any fertilizer if you sod until the sod is well rooted to the soil below. If you fertilize too soon, you'll burn the roots.

As per the other fellows suggestions but I would first spray roundup to kill all existing growth.
