rear PTO/3 point hitch Qs for JD 430 garden tractor

I have a John Deere 430 Lawn/Garden tractor with a 20 or 22 HP Yanmar diesel. I just bought a 4' MH4 Billy Goat rear brush cutter.

1) Is this enough HP to use this JD to run it?

2) What's involved to set up rear PTO/ rear 3 pt hitch. I think the rear PTO may already be there. I only ever use the mid PTO for my 60" mower deck.

I took a closer look. there is a rear PTO set back half way under the seat. There is also a PTO engagement switch on the instrument panel area.

As soon as I start tractor, that rear PTO shaft spins and the engagment switch seems to make no difference. Any ideas on that?

I see several rear 3 point hitch kits on ebay. Do I only have to add a 3 point hitch kit to be able to connect my 4' brush cutter?

Is 20-22 HP enough to power a brush hog to cut long overgrown grass? (it bogs out on my 3 blade 60" cutting deck).
