Rated power of CK20 engine

For what it is worth, I just checked the maintenance manual for the CK20. They list the HP as 21 at 2800 and provide what I believe is the correct power/torque graph showing as much (different than on the website). The maintenance manual also seems to indicate the engine is governed at about 3000 max or at least they describe a mechanical governor and show that the max input to the hydraulic pump is 3200rpm.

Appreciate Bob and Highbeam's points regarding futility of pushing RPMs.
