I'm 4 hours from the nearest border and I enjoy little projects like this. I can get the steel for about $130 and it would cost me over $500 to buy the real deal. The ratchet rake website says they use A36 steel which I think is just your everyday basic steel. Someone please correct me if that's wrong as I don't know much about the different grades of steel, just going by what I read after a quick Google search!
I guess its certainly possibly that they are hardening the A36 themselves during manufacturing.
I asked the company about grade steel they use and they is A36 which is a mild steel . They said they don't use tempered/hardened steel as they are afraid will be too brittle and snap teeth off. I plan on making one soon myself.
