Sickle Bar Question about IH 1300 sickle bar mower

I just bought a IH 1300 mower and am going through it to see what needs renewing if anything. With the belt cover off, there is an idler pulley at the top run of the belt. Below it, on the lower run of the belt, is a "drive belt roller" according to the manual. Is this roller supposed to rotate? The one on here will not turn, and the way it is bolted on, it's not going to.

Yes the “Rollers” should roll.

These folks still make all the parts as their units are based on the original IH design. Mowers - Rowse Rakes

They can also service the heads and make a hydraulic lift system which I have on mine. Great folks - give them a call if you have questions. They have a complete parts manual on line too.

BTW - yes the roller should roll. there is a brass sleeve bearing that the bolt fits through with the outer roller. Mine has a grease nipple on it.
