PTO won't stop at Ford 3910

I'm in the process of renovating my grandfather's tractor. Ford 3910, 1983. I fixed the diesel pump. I made a new electrical harness and now I'm trying to solve two problems that I can't solve even after hours of searching on Google and YouTube...

1. There is an oil leak in the rear wheel and I have no idea what I need to disassemble to fix it.
2. The PTO won't stop. Although there is a lever under the driver's seat, it doesn't stop completely, always keeps turning, just at low speed. How can I fix this?

On the PTO, there is a brake that has worn out most likely. It is #20 in the picture. Search C9NNN747A arm assembly and you can purchase it aftermarket. It can be accessed through the LH inspection cover where the PTO lever goes into the case. It wears out because the PTO is shutoff at high RPM and this little brake pad is trying to stop the PTO.

The rear axle leak it the axle seal leaking. To replace, you have to remove the axle housing, circled in red, disassemble the brakes and remove the axle housing. Then you have to remove the axle bearing, usually with a torch. Install new seal, heat the new bearing to shrink it onto the shaft and then shim (#25) up the axle for proper preload of the bearings since a new bearing is installed. You really need to buy a Jensales or IT manual at the very least to properly to the job. Also, the torque on bolt #28 is something like 450 ft-lb.
