pto will not spin

I have a ford 800 tractor 1957 vintage. I recently broke the PTO out put shaft and replaced with a new shaft and bearing assembly it is a the 1 3/8 version. I installed but when I engage the PTO with the lever the shaft does not spin. The shift lever feels normal between engage and dis-engage. Can someone tell me why is does not spin under power? Thanks novice tractor owner.

when you said you 'broke' the pto shaft.

what actually happened.

did the stub shaft sticking out break off or?

are you sure the pto engage lever is moving the small arm inside? ( take cover off to verify )
