PTO starting slow and quiting

I have 300 HR. Cub Cadet 8454, same as Kioti DK 45. The PTO has been starting hard and working fine. Lately, it only starts when fluid is cool, starts slow and turns slow for maybe 15 minutes. Did some searching on the forum and didn't find anything yet. Found the solenoid and modulate valve under the seat, the solenoid seems to feel like there is some clicking, not a lot though.

Question.
1. Is there a known problem with this tractor concerning this as simple as a part tap or check valve tap?
2. Is there a adjustment?
3. Is there a way to do some testing and fix?

Any help would be great.

The problem could be in the modulator valve, either the balance spring or the spool. There are replacement parts for both. An intermittent PTO is a symptom of modulator valve issues. The spools and/or balance springs are pretty easy to replace.

Got the PTO working and thought I would pass along what I did.

Took off the solenoid valve section, (4-allen head screws). Cleaned both surfaces. O-rings looked fine. Gave the solenoid top half a couple of taps for good measure. Operated the PTO switch a couple times. Put it back together. Cranked up and the PTO worked.
