I have access to a 3 point hitch mounted Cyclone seeder. It runs off the PTO, via e flexible cable. I have been told the pictured coupler goes to the PTO on other people's seeders, and the small end attaches to the flex cable with a pin (this I have seen). I have been told the connection to the PTO is held on via allen head screws. However:
- the holes on the side that should slide over the PTO are not threaded.
- the end that should slide over the PTO is not splined to fit on the PTO and catch, so it would not spin
- the larger end that should go over the PTO does not fit over my PTO (Kubota B7200 that I run other PTO equip off of already). It just barely fits on to the chamfered end of the PTO, until it hits the splines on the PTO.

Is there such a thing as a PTO reducer that would slide on my PTO, lock, reduce to the shaft size, and fit a cross-pin to hold this shaft on? Would really like to get this seeder working to plant food plots, spread fertilized and maybe lime.

It looks to me that someone was using a PTO pin to attach the drive shaft. That is the better setup in my opinion. This is what I did to mine. I could make you an adapter if you gave me the dimensions you need.
