PT425 - Kohler - Throttle linkage problem

My 425's throttle has always been sort of messed up; The throw on the lever only goes up about half to minimum throttle and I'm not sure if I've ever had full throttle or not. The other day I lost everything above mid throttle so I decided to adjust the cable but I'm afraid I'll over rev the engine. Does the Kohler Command 25HP have a rev limiter or something to keep it from self destructing?

Yes, the engine has a governor. It sounds like the housing on your throttle cable has slipped, reset and tighten the clip that holds the cable housing.
