You don't need to torque the stud in the block. Just make sure it screws in deep as others. Torque only needed for gasket compression.

As winston1 says, you don't torque studs into a block, at least not at any more than just hand tight pressure. What happens if you torque studs in to "recommended head bolt torque" is you are no longer applying the force to the threaded portion of the block but are likely running the stud threads into the area where the tap has stopped cutting threads and this results in a wedging action that can, if you are unlucky, cause a crack to develop in the block.
