I picked up a used bucket that came with a bolt on tooth bar. The teeth don't butt up against the bucket cutting edge. Is that normal or do I need to mount if further back. 20170422_095715.jpg

Mount it further back, the bolts are only to hold the toothbar on, The stress of digging should be distributed from each tooth to the cutting edge.

It looks like the original smooth edge has worn down. It "looks" in the picture that the smooth edge used to come out that far, if you eye it up with the side cutters, the original edge probably extended a little past the side cutter.

That's what I noticed also ^^^^
If it's "bottomed out" against the bucket edge is all you'll get. I couldn't see if there was a hole through those shank's. If there is, it should have pin on teeth that will dig better and save that tooth bar. You might consider stopping by a good heavy equipment dealer with the tooth bar and see what they have that will slip over those shanks and weld them on.
