Where you need to start is with the linkage. As I stated earlier, the linkage has to move the control valve spool in order for the power portion to operate. Enlist a helper if need be to turn the steering wheel back and forth while you watch the linkage. You can do it by yourself but sometimes it's better with help.
You need to see the control valve spool on top of the cylinder move in and out when attempting to steer or you will have strictly manual steering. There are multiple items in there that can reduce that spool movement and you need to identify them, and do what you can to improve them. No one can tell you from out here which ones are the problem as it could be anything between the pedestal shaft/bushings to the drag link ball joints. Try reaching in with the engine running and pry against the link on the control valve spool and see if the steering will attempt to operate at all.
