For the life of me I can't remember the name of the company but when I was painting bridges there was a two part epoxy paint that went on clear and would seep into the steel. It went right through the rust down to the steel and stopped the rust in it's tracks. It wasn't cheap, nothing industrial is, but compared to things like POR-15 it was worlds better. The rust was still there, the same color but it had what looked like a clear finish over it. It was hard to knock the rust off but if you did the metal still wouldn't rust any further. About 25 years ago I used it on a bridge my step brother had on his property. The i-beams were rusted pretty badly from the road salt getting on them in the winter. Trying strip the rust off would have been a huge time consuming job. We just brushed this stuff on and then brushed on a top coat. To this day the it looks the same as the day we finished. It was amazing stuff but probably outlawed by the government now.
