I like the Powertool for windows Image re-sizer if that's all you what to do.

Don't know if it works with anything other than XP.

It doesn't run like a regular program, it's used in the folder where your picture files are stored. Does multiples or singles.

Just highlight, right click resize, this little window pops up, make your selection and go. Very, very basic re-sizer.

Windows Live Photo Gallery lets you resize photos. I reinstalled it after reloading Vista on my computer. If you use it, do the custom install. It lets you choose what media to put in it. I have used shrinkpictures.com to create avatars from my own photos.
