Overseeding fescue?

I have about 20 acres of premier fescue that I'd like to get - more horse friendly -

Can I just start by overseeding, knowing that it will only last a first cut? or am I better off with?
- plowing it all under starting from scratch?
- notill options?
- a reseeding plan?

What options do I have for changing it out? And how long would this take?
