Yep it's a tendon clamp. This one is a left over tool from my stint in dairy farming.
Attempting to use it on a beef cow will most likely end in a trip to the hospital.Don't ask how i know

I wouldn't use it, just for a novelty is all. I leave the dangerous work to the farrier. They are expensive!
