Ornamental grass

I live near St Louis Mo. My ornamental grass did not come back this spring like it has for the last few years. It is not only mine but at other places that I can see as I drive by. I do not think our winter was anything unusual. Anyone have similar problems or solutions? Perhaps tearing it out and starting over?

I think I would wait a little longer to see if it comes back. If your spring weather has been unusually cold and wet like ours has been,foliage has been later than most years. That stuff is hard to kill.
