loosen the drain plug. drain out about 1/2 to 1 cup and replace the plug. guessing that will tell you whats overfilling the trans/hydraulic fluid. probably water.
is the tractor kept inside or outside.
OK. I was thinking of draining the fluid.

Do you have a clear vent to the case? If the vent is clogged maybe the dipstick tube is below the gearcase fluid level and the pressure as it warms is forcing fluid out.
Not sure. I'm checking my manual now and will go check the tractor

Find any possibilities?
I drained some oil and there's nothing other than oil in there.

When I unscrew the oil filler cap, there is a lot of air coming out of there.
So definitely air getting sucked in.

I have to figure out how the air gets in there and address the issue.

Does it have a Positive Crankcase Ventilation (PCV) valve?

Foaming out transmission dipstick is usually an indication of an air leak on the suction or inlet side of the pump.

Not familiar with tractor but some tractors have a section of rubber hose on the inlet which can degrade- crack over time allowing air to enter the system. It would only do this while the tractor is running - operating though.
Adding to what Oldnslo said……a bad pump shaft seal can suck in air to lead to air entrainment and foamy oil.

Check the vents for bugs making nests or mud plugging it up. There's probably a vent on each axle and maybe also on the transmission. That will cause a lot of pressure to build up when the air gets heated in a confined space.
