Off the road vehicle, maybe has motor in each wheel

This is 'off the subject' of tractors. I saw a video of an 'off the road' vehicle with articulating wheel suspenion which is really interesting. I can't find the video anymore. Anyone know where more information can be obtained about this vehicle? I've posted a snap shot of the vehicle from the video.

Looks like s simplified mini version of this creation. Which has only one engine - it's all hydraulics.

The Swincar is close but it doesn't pivot on the frame (keeping the rider upright all the time) and the 'arms' to the wheels don't articulate independently.

I think it is a homemade vehicle.

Anyone know who made it?
