I have a iseki tiller 4.5' and here i have hard clay it's been realy wet but when i've tilled it's been dry..

But i have 2-3" clod's every where any suggestions on using the tiller to fix this? the tiller has the straight tines ... do i just need to buy a L-C shapped tine tiller?

I subsoiled it then tilled it 3 times.. let dry out then sub soiled it agian then tilled it 3 times and then let it dry and now it's a cloddy mess..

It sounds like you need new tines. Your tines should be "L" shaped. As tines wear out the bottom of the "L" wears off and you are left with a straight tine.

No experience w/ straight tines.. but w/ L tines.. if you are getting clumps.. the size of baseballs.. it usually means the soil is still too wet to till. Can the straight tines be replaced w/ L tines on that brand tiller.. less $ than buying a new one.
