No fuel to carb jd 420

I'm trying to start the engine while finishing up my jd 420 restoration. The engine ran on the gas in the carb, but once that was used up it died out.

I had replaced all the fuel line, filter, cleaned the tank out and put new gas in. There is no fuel being pumped to the engine and the fuel filter is empty.

It must have just needed to be primed. I sprayed more gas directly into the carb and let it run on that for a few minuites and it started pumping.

The problem now is I cant get it to idle right. The engine surges unless I pull the choke out half way. Does this sound like the carb needs to be cleaned? The only other thing is I might have switched up the spark plugs wires. Whoops. Would that cause this problem or a dirty carb?

Outback I would start with carb. Take it apart and soak in carb cleaning solution and blow out all passages after soaking. Seafoam should finish what still remains
