It doesn't really matter a hill of beans or in this case a pile of crush n run or the same danged pile of crusher run,
it's what the crusher made. And what it makes depends on how it was set up and were in the pile you are getting loaded from.
From what I have seen over the years it usually needs more fines and stone dust to bind in good.
And on top of that on really steep grades it doesn't work well, it is about like driving on marbles, lesser grades it works very well.

Start by shaping & grading & compacting your present road. You want it to shed water and have ditches to allow runoff. Follow up with well graded crushed & compacted gravel.

Just basic road construction procedure! ( drainage and compaction)

In addition, don't always drive down the center. From time to time, drive with two wheels in the middle of the road, and two to the side.

OP already stated that due to a narrow concrete culvert pipe, this isn't possible.

I'm going with geo textile fabric and some sort of jagged, crushed aggregate to bind it together. Put a crown on the road, enjoy.

I'll steer clear of the terminology, I assumed he meant what he meant.

Kind of on topic...regarding mention of geo fabric or geo textile, or road fabric...

Is there a source for the product, or a preferred type of material?

I've used landscape fabric (for landscaping) in the past, but uncertain what people are typically using for driveways.

every vendor is going to tell you what he has in stock is the one you need.

Looks to me like there is room to drive a little to the left or a little to the right except for directly over the culvert

Crown the road, and quit driving down the same ruts.

What airbiscuit and others said. ^^ Nothing will work for long if you don't raise the road above the grass areas alongside and crown it.

Once you get the rain to run off the rest will compact properly and only frost depth should cause it to soften in Spring. No frost = no prob.

Clay is a good base if you can keep it dry by controlling runoff!! Digging up and replacing material will mean weeks-months of compacting, crowning, and grading it.

Rocks that pop up can pop out when a blade hits them, or cause it to bounce. I use 'fine crushed concrete', loaded with fines and cheap when crushed limestone adds much $ to a large job. (>20yd)

I started using CC 4 year ago and haven't seen a pothole since crowning the five driveways I've repaired with the stuff. I do have to walk the jobs with a 30" HFT floor magnet when done, but crowning them before or after applying top dress is a must. Good luck.
