Looking to get some help with a CAV DPD Inj Pump. First time on this type of sight hoping to get some results.

Looking for help on a CAV DPD Inj pump. Had a hard start now a no start. Did a reseal and changed vanes and vane guide. Main plunger roller ring seemed to have some wear but did pump after bench test. Remounted pump and cant seem tom get good fuel flow to injectors. Main bleeder on pump body has good fuel flow but bleeder on govener case did not show any fuel after priming. Any thoughts.
