I just picked up a TC45DA and have a couple of questions

What are the two switches to the right of the operators station for?

What does the designation "DA" represent?

'D' indicates an hydrostatic transmission and other deluxe features. The TC 'A' series followed the TC series and offered different hood and headlights among a very few other changes.

I have 2 switches on my right fender, one is the rabbit/turtle switch (duplicates what is on the loader joystick) and the other is the cruise control.

However I found a new problem

The PTO does not disengage

I dont quite follow

It seems to travel both directions without any resistance as if some internal may have broken

Take a look at the post below. Your PTO brake may be worn out.
