3-Point Hitch New Holland 3pt hitch

I have a New Holland 545D skiploader. The 3pt hitch is stuck in the up position. With the engine off, it will leak off over night, but upon starting, it returns to up and I can hear the pump working against the bypass. Anyone else ever had this problem? My guess is linkage, but not being a mechanic, thought I'd check around. The last resort is to haul it to the dealer, but want to explore all other options first.

Make sure the flow control valve under the seat isn't turned all the way clockwise. If it is, 3pt won't work.
