"new" 1431 tractor question

my dealer has a "new" 1431 tractor with 1464 FEL. he mentioned a price of $16,100 - $16,500 (i know that's high, but i live in Montana and that's the going price for tractors in the NW states). the tractor has 39 hours on it. should i consider the tractor used and offer a lower price? i am going to use their low interest financing with $7,000 down. the last dealer (NH) i tried to dicker with wouldn't budge on the price, but there was only 1 hour on the TC30.

The 1400s were replaced by the 1500 series a while back. You would think that the dealer would want to get it off of the lot.

I got a new 1533 for under $18k w/1525 Fel. I would think you could do better. I realize we are geographically diverse, but it seems high for a 1400 series after the 1500s have been out almost 2 years.
