Need help with bolts.

Does anyone know what these bolts are for? I need to remove bottom bolts to mount a bracket that is missing for pto cover on my tractor. In this pic you can see the bracket I need to install, it goes on bottom 2 bolts. Just wondering if they are holding something internally and if hydraulic fluid will run out of these holes.

Very unlikely that those goes in to the transmission, they are mounting points for equipment so it would be very unpractical to use if you had to drain the transmission to use them.
