Need help with 57 Ford 900 series

I am trying to help my neighbor, older gentleman, with his Ford tractor. The 3 pt will lift and stay up, but it won't hold what I call any of the draft positions (between full up and full down). Any position other than full up and the 3 pt will settle all the way down.

Anyone with one of these series tractors have any suggestions on what to look for? We had the whole 3 pt assembly, located under the seat, off the tractor and the passage o-rings and the gasket were replace and all new fluid put in. It seem the control valve won't hold when in any of the middle positions.

There is a lever on the right front corner of the lift cover that is draft control in one position, and position control in the other. Have you tried the handle in both positions? It sounds like it could be in draft position.

That was my guess too. Or some assembly error that is causing it to be in draft control mode regardless of lever position.
