NEED HELP Jinma 284 Crate Tractor Back wheel stuck

Hi, I just got my crate tractor in the other day. I have it on the wheels and was trying to push it in the garage over the weekend but the back left wheel (as your sitting on the tractor) is stuck and I have no clue what to do with it now. The tractor is a shuttle shift (believe its in neutral) and I have the transmission in neutral too. The right rear wheel rolls fine, but the left is not moving at all. I have pumped the breaks a few times which appears to be ok... I am open to any ideals on what it could be since I am a newbie to the tractor. Does it turn with the clutch pushed in? If not, then could be the brake. They sometime get water in there and freeze/rust up. Remove bolt on bottom of brake housing and see if water drains out. Some have been able to spray in brake cleaner, and get things to free up. Otherwise it needs to be disassembled. I think the wheel and fender have to come off to do that.
