Is this a Howard Tiller? I am looking to buy this tiller. Seller says 72" and slip clutch but I honestly don't know much else about tillers.

It doesn't look like a Howard to me...

I don't know all of the Howard models that were made, but it looks like a light duty tiller not meant for a bigger tractor or for ground with a lot of rocks or other trash in it.

The seller thought it was made by 'Hayward' but I have never heard of that?

The warning sticker the first "Attention" is in Italian. That should be your first clue.
It appears to be a light duty Italian tiller.
