Gelled summer fuel and/or frozen condensation . Diesel in small light duty applications have more disadvantages that advantages .

Does gelled fuel explain the engine racing at start up and continuing to do so after the switch is off?

Doubt it is fuel related. More likely your fuel rack is gummed up from sitting a long time or from infrequent oil changes. The fuel rack goes to wide open for start up and then is brought back to idle after start up. If things are gummed up in the governor section of the IP then is won't react fast enough.
You can disassemble the IP or, warm it up and change the oil. Put in a light weight oil and mix it 1/3 with diesel fuel. Run it that way for a few hours under light load and change the oil again with the diesel mixture. Also run a good strong dose of fuel conditioner. You should start to see improvement quite soon. Once you do switch back to your regular oil.

This is a real old post and our RTV starts just fine in this age of global warming. Heck it was 12 F last night and the big lake is not froze over. So much for ice fishing

Gelled fuel did do something to the internal fuel rack to make it race and not respond to throttle input. Running motor thawed it. Whatever was going on has not occurred again. Now I give my stepson heck if he does not add additive, cause I'm not going out there to fix it.
