/ MY mahindra 4500 2wd primer not pumping. primer head will not pull up. Also pressing the fuel paddle/rpm arm does nothing.. What wrong??

MY Mahindra 4500 2wd primer not priming. Primer head will not pull up. Plus pressing the fuel paddle/rpm arm does nothing. What wrong???
