Mower deck

I have a 42" side discharge deck on a C-160 Wheel Horse. When I raise the deck for "traveling" it won't stay raised and continuously falls down. I have had it apart and although the mechanism seems simple enough, I can't for the life of me, figure what's wrong. I'm probably missing something simple...but what? Forget the dealer...They have young guys there and they've never seen a Wheel Horse.
