I know nothing about your tractor but if you're sure you have fuel to the pump have you tried bleeding the lines? You may have air somewhere and the pump doesn't pump air well.

I gather the engine cranks but does not start.
Have you done anything to it that would cause you to open the fuel delivery system. (change a fuel filter, check for fuel flow, etc)? If you did you have to bleed the system to get the air out.
Do you have the operators manual for your tractor? How do you shut the engine down, with the key switch or a shut off lever? If it is with the key, then there is generally a solenoid valve mounted on the injection pump that cuts the fuel off to shut the tractor down. You would see some wires running to it on the pump. When you turn the key on, there should be a click heard from that solenoid. If you don't hear that and you have that sort of system then I would suspect there maybe a fuse for that system that may be blown , a wire disconnected or broken, a bad ground (check the grounding for the battery) or a bad solenoid. If your fuel system has a lift pump, is it working?
If you don't have a solenoid shut off, then is the shut off working in the run position? hey are often cable driven and they can come loose or the cable breaks. There maybe a restriction in the fuel delivery. Do you have full flow out of the fuel filter that supplies the injection pump? If not there could be a clog I the tank, the filter head or pinched fuel lines. You have to have constant full fuel delivery at the injection pump connection. Does your fuel delivery system have a lift pump that moves fuel? Is it working? Some of these are mechanical and some are electrical so make sure whatever they are they are working. Mechanical ones run when the engine is cranking and the electrical ones run off the key switch. Fuel systems that use lift pumps need about 2-4 psig to properly charge the injection pump.
Thanks for your reply. Did some electrical testing. Not getting power to the lift pump, solenoid on injection pump or the fuel heater on the fuel filter. Wired lift pump hot and it works and sends fuel to the injection pump but nothing to the injectors when you bleed them. Having trouble tracing it back to find where power should be coming from. Before this all started if you held the key to far over for the glow plug it would click very rapidly. Know if you hold key to far left there is no clicking. I'm thinking maybe a relay but can't sort out which one. Would the switch cause this or is there a relay?

It wont pump fuel unless u hot wire the shut-off solenoid on the inj. pump..
Sorry but I dont know where your loosing all that juice..
Maybe the actual key switch.??
Is the shut-off the type that screws into the block by the injection pump.??

I'm not that familiar with the details of your tractor's fuel system. It sounds like you got the lift pump to pump but without the solenoid to open the valve to the IP then there won't be any fuel to the IP and injectors. There might be a fuse for lift pump/fuel heater/solenoid circuit or it might also include some relays. It should be powered through the run and start terminals on the key switch which connects the battery to these circuits.
I have a T7074 and the 20 amp fuse for the Key and PTO has blown. Did you figure out what that cause was?

When you turn the key on, is the fuel shut off / on solenoid getting power? Use a test light and find out. The solenoid is located at the injection pump. Take the solenoid off the injection pump and test it. Make sure you ground the solenoid and cycle the key. Does the plunger on the solenoid suck in with the key on? If not, then you more than likely have a bad shut off / on solenoid if you are getting power to it and its grounded properly. The purpose of the fuel shut off / on solenoid is to cut the fuel to the injection pump when you turn the key off and let fuel in with the key on so the tractor will run.
