I leave my tractor with the battery disconnected over the winter. In the spring my crankcase is overflowing with diesel fuel. Is this normal? Should I install a fuel petcock shutoff?

Normal?? HECK NO.. shutting the fuel off at the tank will slow the problem but not solve it.
Its either getting in the oil thru the lift pump on the engine block or the inj. pump front seal..
