sorry, can't help you w/mechanic in your location. have owned a MF TO35 for 28 yrs, nursed along. it had the Standard motors 4cyl notoriously hard to start engine, but once going a great tractor. (later models went to 3 cly perkins) if you keep the fluids/filters chaged, it's a great machine. keep the fuel filter bowl cleaned out as well. if the motor is in decent shape (compression) it should start ok in your climate. to start with, i'd change engine/trans spec fluids & filters. fuel filters as well. it's really a nice old school tractor, great to have a piece of history that works. good luck
