I thought about this later. Why would there be a varnish like buildup on the filter on the side the fuel exits from? I wasn't considering that when I cleaned it, as I was only cleaning the exterior so interior of filter would have still had buildup as well. Replaced w/ new today. Looking like fuel pump but haven't located it just yet. I believe it's under the battery. Air filter clear.This is a subcompact tractor, 3 cylinder diesel.
Sounds like fuel starvation, maybe something blocking the fuel lines.
Don't clean the filter, replace it, these are not cleanable.
Should not have found anything "covering" the filter.
Fuel filter needs replacing.
Also check the air filter for blockage (mice etc.)
