Can anyone tell me how to use RTV silicone on oil pan. I have removed old material, sanded lightly & cleaned with alcohol. Applied RTV & hand tighten bolts, let dry for 24 hrs & it is leaking.

Hand tightened? They generally don't need to be overly tight, but hand tight is not enough.
In the past I have run a bead around the perimeter, and also circled around each bolt hole. Tighten to torque spec.

You did well with the initial hand tightening. Hopefully that allowed the RTV to form to all the gaps. I hope after letting it dry you proceed to tighten it as RJ suggested above. An oil pan is not a hand tight thing.

Yes, I did tighten bolts, but it still leaked. What kind of RTV is best?
