Have you checked the preheating coil? I'm not sure what that is but it is the first thing listed to check in the service manual.
According to the book to remove the glow plugs is:
REMOVAL
"Remove the connector by loosening the glow plug nut installed on the cylinder head."
INSPECTION
Check for continuity across the sheath and center electrode. If there is no resistance, it indicates a short circuit, so replace the glow plug. if the Resistance is infinite, it shows that the pre-heating coil is burnt out, so replace the glow plug.

Best that I can tell is that the injector pump doesn't need to be removed.
