Massey Ferguson 1165 Hydrostat Issues

Found a 1165 Massey 4 wheel drive 400 hours. Owner says it will go forward and reverse like it should. Sometime if you push the pedal it won't go.
Anybody know what the problem might be and how much it would cost to fix? Says he hasn't took to a dealer.
