Massey Fergusen 220-4 compact steering problem

Hi, recently lost steering on my 84 MF 220-4. After stripping the system down, I discovered that the steering quadrant had sheared some teeth. I have taken off the locking not but have no idea how to remove the steering quadrant from the steering arm (it looks like it just slips onto a flange on top of the steering arm). I have tried using a bearing puller but to no avail.

Anybody ever taken one off and could tell me how it is done?
